Lucy Bush is Director of Research and Participation at cross-party think tank Demos, leading its local and place-based practice. Before Christmas 2025 she published a paper Beyond Bricks making the case for active citizenship in the design, delivery and stewardship of New Towns and a ‘DevCorp+’ model that would bring that approach to life. Before joining the think tank world, Lucy worked at strategy consultancy Thinks, where she developed an expertise in deliberative and participatory methods, working with local authorities across the country to involve communities in local decision-making processes. She now brings that skillset to bear on the most pressing political challenges of our times, advocating for new forms of citizen participation as a pathway to democratic renewal.
